Well, it is not quite a clock. It is the accumulations of mutations in sperm that makes the offspring of older males more apt to exhibit genetically-related diseases.
Why this is so is related to the fact that male  sperm is constantly replenished while a woman's eggs are produced once in her life and accumulate fewer mutations. Eggs have a long life, sperm has a brief life. Read the article in the WSJ.

As the eggs and sperm go, so goes commitment? A male's sperm is not scarce, but a woman only gets so many eggs.
